Newport Library stands as one of Newport city centre's most recognisable civic buildings. When it required comprehensive renovation and maintenance access in 2024, Trust Scaffolding delivered a full-envelope scaffolding solution that the team described as "possibly the biggest commercial project of the year" — a clear statement of scale for a firm that regularly works on large residential and industrial sites across South Wales.

Erecting scaffold around a landmark public building on busy city-centre streets demands a level of planning that goes well beyond a standard commercial job. Method statements and traffic management plans were developed in direct cooperation with Newport City Council, securing the necessary street licences and footpath occupation permits to allow the works to proceed safely. This close working relationship with the Local Authority — navigating planning requirements, public liability considerations, and Highways obligations on a client's behalf — is a capability that separates experienced contractors from those who operate only on unrestricted sites.

Public protection was integral to the scaffold design. Integrated debris fans and secure hoarding were installed to protect pedestrians on the surrounding streets throughout the duration of the works, with the scaffold maintained in a neat, compliant condition to reflect the profile of the building and the expectations of Newport City Council. All works were delivered to TG20:21 and SG4:22 standards, with full documentation for the CDM safety file.
